Robert “Jerry” Mann and Janet Sue Rush founded Medicaid Solutions for Texans in 2011 with a simple idea: help Texans access the care and benefits available to them while protecting what they had worked a lifetime to build.
They believed that families facing long-term care decisions deserved more than help with paperwork. They deserved to be heard, treated with dignity, and supported by people who cared about what happened next. That commitment to client focused service became the foundation of MS4T.

Dignity and respect
Every client brings a lifetime of work, relationships, and experiences. We honor that history by listening carefully, explaining options clearly, and treating each person with patience and respect.

Today, we carry these principles forward through thoughtful planning, dedicated advocacy, and personal support. MS4T coordinates Medicaid application and case-management services with Rosamond Law, PLLC when legal strategies are needed. Through every complex decision, the client remains at the heart of our work.
While Jerry and Janet are now retired and no longer affiliated with or part of Medicaid Solutions for Texans, we honor their role as founders and the values they established as the company moves forward.
