For more than a decade, Medicaid Solutions for Texans has helped families make sense of long-term care Medicaid. The work has always been practical and personal: understand the family’s situation, identify the available options, put the necessary planning in place, and stay involved through the application process.
Today, MS4T moves forward under Jonathan Rosamond’s leadership with the same commitment to clear guidance and personal service, supported by a team with direct experience inside the Texas Medicaid eligibility system.
Jonathan P. Rosamond - Principal & Attorney
Jonathan P. Rosamond is the principal of Medicaid Solutions for Texans and the managing attorney of Rosamond Law, PLLC. He works with the MS4T team to coordinate Medicaid planning, legal strategy, and implementation for Texas families facing long-term care costs. Before private practice, Jonathan served as a Judge Advocate in the U.S. Army. He earned his law degree from Washington and Lee University and practiced with Baker McKenzie and Wick Phillips before founding his firm.
Victor Zaragoza - Senior Medicaid Estate Planner
Victor joined MS4T in 2014 after spending seven years with the Medicaid for Elderly and People with Disabilities unit of the Texas Health and Human Services Commission. He brings practical knowledge of how eligibility rules are applied and helps families prepare the application, organize supporting records, and respond to agency requests. Victor values making a difficult process understandable and helping families protect the resources the rules allow them to preserve.
Fatima Wiggins — Director of Marketing & Client Outreach
Fatima leads MS4T’s marketing, community outreach, and the first stages of the client relationship. She helps families and referral partners connect with the right member of the team, understand what to expect, and take the next step without feeling lost in the process.

Maggie Carpenter — Community Outreach Consultant, Tarrant & Denton Counties
Maggie works with MS4T as an independent community-outreach consultant serving families and referral partners in Tarrant and Denton Counties. She helps connect people facing long-term care questions with the appropriate member of the MS4T team.
Honoring Our Founders
MS4T was founded by Jerry Mann and Janet Sue Rush. Although they are no longer affiliated with the company, the service-minded principles they established remain part of the foundation on which MS4T continues to build.
